Each channel chooses what content to have in their library. There is also PPVs On Demand so just rent and play as opposed to waiting for the next timeslot on live TV. So if the hotel you are staying in gets it's internet through a provider who doesn't appear to be a residential internet provider, Netflix will (falsely) assume that you are trying to using a proxy to get around geo-restrictions.
